Project Description

The Canine Search and Rescue Team, under the Maltese Association of the Order of Malta, prepares for DECEX 2024, a disaster simulation that will be held from 13th to 15th December 2024. This event will feature members of all Malta’s first responder community.

The exercise aims to enhance the capabilities of Malta’s first responders in disaster scenarios, focusing on immediate Assessment, Search, and Rescue (ASR) efforts following events such as earthquakes. This event will follow the guidelines set out by the United Nations’ International Search and Rescue Advisory Group (INSARAG). This event is the first of its kind organised by us which will bring all local enforcement together to support in tackling a disaster locally.

We are proud to announce that our team will be collaborating closely with local law enforcement, voluntary organizations, and private companies that specialize in search and rescue efforts.

In addition to local participants, teams from Italy, Hungary, the Netherlands, Crete, Romania and Bulgaria will also be joining us. This collaboration will help ensure a robust, coordinated response to disaster situations.

The event is expected to bring hundreds of participants to the simulation site over the weekend, where they will engage in various initiatives simulating search and rescue operations.

In order to make this event a success, we are seeking support from the public, especially businesses and foundations, to cover the costs involved to make this event a success.

To successfully hold this event our team needed to raise a total of €8500, of which we have managed to raise a fraction of this so far. This amount is to cover a fees incurred to utilise a close by area as a base of operations, medical equipment used during the exercise, beverages, personal protective equipment for visitors and voluntary patients and other perishables.

We are looking to raise €2000 through this crowdfunding campaign.

We are also excited to share that the event will receive coverage from leading media channels, who will be sharing highlights and updates across their social media platforms and news portals. This coverage will provide excellent exposure for all involved, showcasing the important work being done by Malta’s first responders and the sponsors which support this initiative. All sponsors will be recognized throughout the weekend, with their visual materials and logos prominently displayed on our sponsors’ board, which will serve as the backdrop for all major announcements.

We expect participation from key local entities such as the Armed Forces of Malta, Civil Protection Department, Malta Police Force, Mater Dei, and local medical, search and rescue teams. By bringing together these diverse groups, we aim to foster collaboration and improve coordination among Malta’s first responder community.

Below is the detailed schedule for the event:

Thursday, 12th December (Foreign Teams Only):

  • Arrival of foreign teams
  • Orientation of accommodation
  • Introductory presentation and familiarization with foreign teams
  • Presentation and planning weekend activities and event brief
  • Evening social event: BBQ Together
Friday, 13th December (Foreign Teams Only):
  • Basic training on worksite ethics
  • Outline of exercise briefing
  • Incident Command Coordination & Management training
  • ASR Level 1 & 2 Exercise
  • Joint training with foreign teams in a rural environment, followed by an afternoon session at the Earthquake Site
  • Dinner with foreign teams
Saturday, 14th December:
  • Briefing and presentation
  • Joint exercise at Earthquake Site (ASR Level 2, 3 & 4)
  • Surface-level rescue and triage operations
  • Evening social event: Pizza Night with all teams
Sunday, 15th December:
  • Joint exercise at Earthquake Site (ASR Level 4 & 5)
  • USAR and DVI exercises
  • Debriefing, Certificates, and Awards
  • Public Debrief
  • Assistance with packing for foreign teams
  • Dinner at a local restaurant (Foreign Teams only)
Monday, 16th December:
  • Packing up
  • Foreign Teams depart
